Taiko reduces the minimum priority fee for proposers to 0.05Gwei

On July 3rd, Taiko announced that it has lowered the minimum priority fee for proposer to 0.05Gwei, and is expected to dynamically adjust the fee between 0.05 and 0.09Gwei based on network demand.
