California’s Bold AI Safety Bill: Buterin, Musk Endorse, OpenAI Wary

California’s landmark SB 1047 AI safety bill has stirred up debate, with many voicing criticism. However, Ethereum Founder Vitalik Buterin and tech billionaire Elon Musk have backed the significant AI bill, which aims to address the risks tied to Artificial Intelligence (AI).

In an X post on August 27, Musk voiced his concerns on the potential dangers of AI technology, a concern he has been vocal about for years. He reiterated his support for AI regulations and recognized the SB 1047 AI safety bill as the best way to mitigate the threats posed by the advancing technology. He suggested that while this strategic move might upset some AI giants, it could bring positive change to the industry.

California Senate Bill 1047 , introduced by State Sen. Scott Wiener, places the responsibility on AI developers who spend over $100 million on an AI model to ensure its safety. These developers must thoroughly test their AI models to minimize any potential risks. The bill also mandates necessary action against the developers if the AI model causes serious harm. California state legislators will vote on the bill this week.

Buterin also voiced his support for the bill, contending that its goal is to “mandate safety testing.” Acknowledging the shortcomings of the bill’s earlier versions, he suggested that the current version could prevent the release of dangerous AI models.

Wiener’s AI bill was introduced at a time when AI scams like deepfakes are on the rise. Leading figures, including Musk, have been ‘deepfaked’ using AI technology, tricking millions into scams. However, major tech companies strongly oppose the bill, expressing concerns about hindering innovation.

The AI giant OpenAI argued that the bill could stifle the growth of the technology, slowing down innovation. The company added that industry experts and engineers might be compelled to leave California in search of more AI-friendly areas. Moreover, OpenAI urged the authorities to implement more flexible AI regulations that could provide clarity and certainty for AI labs.
