Representative of the Bank of Russia said , that without access to the Internet digital ruble as a payment unit it cannot be used in stores to pay for goods and services.
According to him, the technology that would allow the use of digital rubles without a network connection has not yet been developed, and nothing is known about the timing of its implementation in the financial system.
The department noted that they are preparing a new bill that will allow sellers in stores that do not provide access to the Internet information and telecommunications network to not accept digital rubles as a means of payment.
As stated by the President of the National Council of the Financial Market Andrey Emelin, it will be necessary to develop, and then adopt and implement a technological solution to make it possible to use the digital ruble without access to the Internet.
At the same time, he noted that in this case, various security risks arise, since dishonest sellers will have the opportunity to falsify data on the balance of rubles on devices and deceive buyers.
Thus, the regulator acknowledged that the digital ruble platform is still not sufficiently developed from a technical point of view. Earlier, the Central Bank of the Russian Federation promised that the mass introduction of the third form of the national currency would begin in 2025.
